Quick answer: Ishgardian Restoration pays through Skybuilders' Scrips: craft or gather collectables to earn scrips, then spend them on items — like furnishings and materials — that resell on the market board for gil. The gil-per-scrip varies, so target the exchange items with the best current market value. It doubles as a relaxed way to level crafters and gatherers.
The Ishgardian Restoration pays out in Skybuilders' Scrips, earned in the Firmament and the Diadem by crafters and gatherers. Like Grand Company seals, scrips aren't tradeable themselves — the gil comes from spending them at Enie's exchange on goods worth reselling. For anyone already leveling a crafting or gathering job, it's close to free money layered on top of experience you were earning anyway.
Gather materials — often from the Diadem — and either turn them in directly or craft them into collectables, then deliver them to Potkin in the Firmament for scrips and experience. Higher collectability ratings and current-grade materials pay more per turn-in than older, downgraded ones. Spend the scrips you earn at Enie, also in the Firmament, on materia, dyes, minions, mounts, or furnishings, and resell whichever of those your world actually wants.
Crafting turn-ins are generally the faster route to scrips, particularly using Trained Eye on levels where it's available — it turns a high-collectability delivery into a near-instant action once your crafter is overleveled for the recipe. Gathering pays well too, but grade matters: earlier grades of Skybuilders' materials have had their rewards reduced over time as newer grades were introduced, so it's worth confirming which grade is current and worth your Gathering allowances before committing a session to it.
Enie's stock spans several categories, and they are not equally worth reselling. The general rule from players who track it closely: don't commit every scrip to one category. A run of dye or hair-style items can spike in price and then sit unsold for weeks once everyone who wanted one has bought it, so spreading purchases across a few different item types keeps you from sitting on stock nobody's currently buying. Check your market board for what's actually moving before you spend, the same as with any other currency conversion.
There's also a bonus track layered on top — the Kupo of Fortune minigame — which hands out its own extra items on top of a normal scrip haul. It's a nice bonus on deliveries you were already making, not a separate activity worth going out of your way for.
On its own, no — nobody should treat the Ishgardian Restoration as a dedicated gil farm the way they might treat crafting-for-profit or flipping. As a layer on top of jobs you're already leveling or maintaining, though, the scrips are close to a byproduct: you were going to do the turn-ins for experience anyway, and the gil from reselling what you buy is close to free on top of that.
